Are Home Prices Going Up in Our Towns?

A real estate investor in Riverside said housing prices will likely rise some 20 percent.

Median home prices in California will be up by 20 percent this time next year, a Riverside-based real estate investor said today.

Bruce Norris, founder of the Norris Group, said tight inventory, government money and temptingly low interest rates will all combine to invigorate the Golden State's housing market in 2013.


"My best guess is that California will have significant price inflation," Norris said. "Prices could escalate so strongly that we will think we are in 2004 instead of 2013."

Norris is slated to share his prediction and the reasons behind it during an appearance tomorrow before the San Diego Creative Investors Association.

According to the property speculator, his forecast follows accurate predictions made in 1997 -- for a sizzling residential real estate market -- and 2006, when he foresaw a precipitous decline in home prices, warning clients to cover their interests.

Norris said that in many locations, there is a one-month supply of residential properties for sale, with investor-owners keeping most of their stock as lease-only. That affords "normal sellers with equity" the opportunity to ratchet up prices in response to demand, according to Norris.

He said further upward pressure on prices will start to come from delinquent borrowers who lost homes in the 2008-09 crash. Because new Federal Housing Administration regulations permit owners who lost properties to foreclosure to apply for taxpayer-backed loans after only three years, would-be mortgagors with questionable credit can get back into the market.

"Fast forward to 2012, and you now have those same people ready and capable of buying a home again," Norris said. "Buyers have realized that their house payment would be less than their rent, and that's fueling demand and pushing up home prices."

According to Norris, rock-bottom interest rates will add to the home financing frenzy.

In its "2012 Annual Housing Market Survey," the California Association of Realtors noted that the low number of available homes had created "fierce market conditions," where multiple offers and bidding wars were becoming the norm.

In a presentation to the Riverside County Board of Supervisors in May, a trio of economists predicted slow but steady home price appreciation in the inland region over the next two years, in contrast to Norris' forecast.

I'm not quite sure why this is so great. Isn't the artificial inflationary pricing on houses what is in large part responsible for the housing bubble? I am upside down in my home too, but I never believed my house was truly worth what I paid for it. I choose to by it because the entire market had speculative prices that are some how justified by all of us participating in the fiasco. I almost feel as though the crash in the market is our opportunity to address and fix the problem. why are we just going to start back on the same course?

Yeah, that's what's needed; those with questionable credit, who were foreclosed on just 3 years ago, to buy another home, backed by the taxpayers!!!! Wow, can you say "insanity"?

He has settled in with a gentle geriatric horse for a companion and is eating well (his weight was not an issue before - he obviously was fed decently). His club hoof causes him quite a lot of discomfort, but he manages to hobble around. A visit from the farrier is nextin line, to see if his discomfort can be aleviated. I don't believe he will ever be a riding horse, but he casts a nice shadow and is gentle and kind to be around. There is a peacefulness that eminates from his very being...

Niki- yes the plans have been updated to allow Banning and Yucaipa to share in the use of the newRead More ponds. It is an inter-agency plan that is beneficial to everyone. Why you consider having other entities share this project, which bonds us all together: they are paying to help build the new area so we, as ratepayers aren't hit with the whole bill, and we are going to finally get some recycled water into use from Yucaipa, Banning gets new wells, and no matter what- we have ultimate control over the use at all times- how that is a horror story I can't figure out. These plans were in the works for years, it was no secret. Its now being finalized by the board- as the details are now ironed out. The only horror story I see happening is how Beaumont refuses to make an agreement with the district to utilize their recycled water- and its not all the water district's fault like you think. Beaumont can't build unless they find some new sources of water. One of the reasons they pulled out is once they update their wastewater facility- they don't plan on wasting that recycled water just on landscaping . They are going to dump it into the basin itself for the water credit. Beaumont residents have no clue that their drinking water will eventually be more wastewater than water coming down the mountain. Sorry- but I think Fraser is doing a great job. If he hadn't got in there, the district would belong to Beaumont, who would take all the water they want regardless of impact studies, and siphon off all the money for their own uses. Guess you missed their lawsuit in the courts- the courts laughed them out. Beaumont is broke. The water district is financially sound.

Beaumont did sue to try and take over the water district, they did get a cease and desist order to stop dumping their wastewater into the aquifer, and have pulled out of all negotiations with the district to supply them with recycled water. The district has made the arrangements instead with Yucaipa to take their water, with the hopes that someday Beaumont will come around. All these things are in agendas and downloads available to the public, which part are you disputing?
