Rios Defiant Before Arrests on Suspicion of Attempted Murder, Rape + Pimping

Moreno Valley school board member Mike Luis Rios, 42, who is accused of multiple felonies, blogged in January that he was being targeted by a 'special interest.' His arrests April 4 and Feb. 16 stem from separate investigations.

Before his arrests April 4 and Feb. 16 on suspicion of rape, pimping, pandering, and attempted murder, Moreno Valley school board member Mike Luis Rios blogged defiantly that he was already being falsely accused by his enemies.

The arrests stem from separate investigations, according to the Riverside County District Attorney's Office.

"Declaration of War Has Been Declared by 'The Special Interest' Against Mike Rios, His Family, and The People of Moreno Valley!!!" is the headline on a Jan. 26 post on his blog, "The Real Mike Rios."

"'Declaration of War' very harsh words, but that is exactly what the 'Special Interest' have done by going after the true voice and only voice for the people of Moreno Valley," Rios wrote. "'The 'Special Interest' have done many things against me to try their best to discredit me in any way possible to try to stop me from returning full power back to the people of Moreno Valley. Here are just a few of the things they have done and FAILED!!!!"

Rios' was just before 6 p.m. Wednesday, when police stopped him in his vehicle near his home in the 25700 block of Palm Shadows Drive in Moreno Valley.

Rios, who turned 42 Sunday, is accused of six counts of pandering, three counts of pimping, and two counts of rape by force or fear, according to the Riverside County District Attorney's Office. The alleged rape victims are adults.

"Pandering is the attempt to get someone to work as a prostitute while pimping is deriving proceeds from someone working as a prostitute," a District Attorney's spokesman said in a statement released Wednesday evening. "In this case, it is alleged that three adult women worked for Rios as prostitutes. One adult and the two juveniles did not."

An investigation by the District Attorney's Office shows Rios "used a variety of means to try to get the four women and two girls to work as prostitutes for him," the statement said.

Back in February, Rios was arrested on suspicion of  firing a gun at two people outside his house, but neither victim was hit, according to the District Attorney's Office. The shooting occurred as the result of an altercation Rios had earlier in the evening.

In the February case, Rios has been charged with two counts of attempted murder, two counts of assault with a deadly weapon, and one count of dissuading a witness, according to the D.A.

Rios has been on the Moreno Valley Unified School District board of trustees since his election in 2010. In January this year, Rios listed on his blog examples of how he'd been falsely accused up to that point.

"(1) Falsely accusing me of being a (Child Molester) during the 2010 campaign by the way (8) people ran and I came in first place! Special Interest FAILED!!!!

"(2) Falsely accusing me that I had (FELONIES) on my record! I took a Department of Justice fingerprint background check through the MVUSD no criminal history or felonies! Special Interest FAILED AGAIN!!!!

"(3) Falsely accusing me of (Voter Fraud) no evidence of facts have ever been presented to the District Attorney or in any court of law! Special Interest FAILED AGAIN!!!!

"(4) Special Interest have decided that since there lies and deceit are having no effect on me they have crossed the line breaking the “CODE OF ETHICS” and deliberately going after members of my family! This is where the “Special Interest” have declared war against the voice of the people and for that I must not lose sight that I will not rest until full power is restored back to the people!"

Rios wrote that he intended to run for city council in 2012, in spite of efforts to block his candidacy.

"I will never do what the 'Special Interest' want from me resign, give up, quit, go away, and say screw the people! Never will that happen I will never bow down to the 'special interest' as long as I live and I only answer to the 'People' and that will never change 'EVER'.

"One more thing 'Special Interest' Mayor Richard Stewart, Council members Jessie Molina and Marcelo Co voted to block me from running for city council in Nov 2012.

"Guess what you can block me, but you can’t stop me so to all (3) of you KISS MY A-- you scared little boys Mike Rios is back and I'm taking 'NO PRISONERS'!!!!! May God have mercy on all of you for the sins that you have committed against 'The People of Moreno Valley'!

"At last nights council meeting  I officially announced that I am running for city council this year! whether it be by recall or moving whatever I do I will run this year! As always I will fight a war, but a war that I can not lose and will not lose! I may not play dirty, I may not play with the spacial interest, and certainly I'm not a puppet or a yes man. What I do have is 'THE PEOPLE OF MORENO VALLEY' and to me that's all I need, and with GOD's will we will prevail and power will be restored back to you the 'PEOPLE'."

Rios' current term on the Moreno Valley Unified School District board of trustees runs through 2014, according to the district website.

Rios was on bail listed at $500,000. He has a court date for the rape, pimping and pandering charges scheduled at 8 a.m. Friday oin Riverside, according to inmate records.

He had previously posted bail in the February case. A felony settlement conference for the February case is scheduled April 29, according to the District Attorney's Office.

Both cases against Rios are being prosecuted by Deputy District Attorney Michael Brusselback of the Special Prosecutions Section.

Moreno Valley is between the San Gorgonio Pass and the city of Riverside, about 65 miles east of Los Angeles.
