Gov. Brown: CA Deficit Gone, More Money for Poor Schools

Gov. Jerry Brown unveiled his proposed 2013-14 fiscal year budget Thursday morning.

Underprivileged schools would get more per-student funding than other schools across the state under a proposed budget unveiled Thursday by Gov. Jerry Brown.

“Our future depends not on across-the-board funding, but disproportionately funding those schools that have disproportionate challenges,” Brown said at a press conference.

He also said most categorical funding for schools should be eliminated and the money delivered more directly.

“As you go up the line you lose control and build bureaucracy,” the governor said. “We want to put the money into local schools, but create greater control.”

Brown said the state's deficit is gone for the first time in years, adding it could reduce its debt substantially by 2016.

“The deficit's gone; the wall of debt remains,” Brown said, noting the state's $36 billion debt could be reduced to $4.3 billion by 2016. 

The budget proposed by Brown also increases per-student funding for all levels of education; by the 2016-17 school year, K-12 schools would see a $2,681 increase in spending for each student. At the CSU and UC levels, spending would increase by about $2,000 and $2,500 by 2016-17, respectively.

The governor's office touts the following claims of his budget: 

  • Maintains Long-Term Fiscal Stability
  • Invests in Education and Increases Local Control
  • Increases Funding to Strengthen Higher Education and Increase Affordability
  • Implements Federal Health Care Reform

Sounds OK...on paper. But remember that this is just a "proposed" budget. The Democratic "supermajority" have already made it clear that they will push to restore many government services that were rolled back in recent years (increasing spending even more), and they have the numbers to easily override any veto by the Governor. Keep in mind also that this budget is based on "projected" revenue from the Prop 30 tax increases. Those are pegged at $6 billion, while the Governor's budget increases spending by $6.3 billion, and actual revenues realized from tax increases usually tend to be lower than projected.

He's flat out lying... what do we expect? Just wait and see... taxes WILL go up, both at the checkout line AND your tax return. Spend & tax... that's all we will see. How about we stop supporting illegals?

Yes taxes is going to go up everywhere because that is the only way government generates money! The unfortunate part of that is that the naive public has been sold on voting for a lot of the new taxes. The perfect example is prop 30. The scare tactic used was that we needed more money for education in the state. The public is always swayed by "the children", protecting and giving the kids everything. The fact is that money does not equal a better education. The US has proven that more than any other country around the world. The more money we have dumped into the US education system, the worse it has become over the last 20 years. Still, the public is sold on the scare tactic and 30 gets passed by a narrow margin. All that was achieved by the passing of 30 is more money in the hands of people who are self serving and unaccountable for said results. If we as a country insisted on job performance and accountability more than we do, in every arena, we would begin to find ways to use what we have with better results. I guarantee you that any small business owner is attempting this everyday. Why then do we not have the same being done in government, local and national!? Hopefully the American public's apathy is dissipating and the spirit of liberty will begin to rise again. More taxes to get the country/state out of debt is ridiculous. All public servants need to get better at spending other peoples money! Period!

I wonder how Jerry Brown personally benefits from his strategy to destroy this beautiful state of CA. Is he getting kickbacks, "paid presentations" to unions or is he so naive to believe that his crazy ideas will work? He is lying to all of us, but there are enough not very smart people who believe him.

I find it interesting the RG was all over the State of the City luncheon but not interested inRead More printing the questions and issues raised by the Mayor's unsubstantiated claims. We should stop paying any attention to the RG if they aren't interested in what's really happening in Beaumont. I don't subscribe to the RG but it is still delivered to my house every week. Does anyone know how to stop the delivery? I could just pick it up each week and throw it in the trash but then their circulation won't be accurately represented to their advertisers. I'm going to start asking local business to stop advertising in the RG.

But this horse was FIRSt - let loose on the streets, SECOND - caught and tied to the front of the feed store. Why is the horse THEIR problem? Why is he now MY problem? BECAUSE, my son (an employee of the feed store) believes is RESPONSIBILITY and ACCOUNTABILITY, as do I and his father. We took this horse in, not because we needed it (or wanted it) but because it was the RIGHT THING TO DO. THE WRONG THING TO DO was to let it loose in the first place - there are other avenues which could have been taken.

UPDATE on CV (nickname)...a tumor protruding from his right eye was removed yesterday - he now canRead More close the eye completely which, coupled with a fly mask, will keep the flies from laying eggs in his eye (a very nasty thing indeed). He has settled in with a gentle geriatric horse for a companion and is eating well (his weight was not an issue before - he obviously was fed decently). His club hoof causes him quite a lot of discomfort, but he manages to hobble around. A visit from the farrier is nextin line, to see if his discomfort can be aleviated. I don't believe he will ever be a riding horse, but he casts a nice shadow and is gentle and kind to be around. There is a peacefulness that eminates from his very being...

Niki- yes the plans have been updated to allow Banning and Yucaipa to share in the use of the newRead More ponds. It is an inter-agency plan that is beneficial to everyone. Why you consider having other entities share this project, which bonds us all together: they are paying to help build the new area so we, as ratepayers aren't hit with the whole bill, and we are going to finally get some recycled water into use from Yucaipa, Banning gets new wells, and no matter what- we have ultimate control over the use at all times- how that is a horror story I can't figure out. These plans were in the works for years, it was no secret. Its now being finalized by the board- as the details are now ironed out. The only horror story I see happening is how Beaumont refuses to make an agreement with the district to utilize their recycled water- and its not all the water district's fault like you think. Beaumont can't build unless they find some new sources of water. One of the reasons they pulled out is once they update their wastewater facility- they don't plan on wasting that recycled water just on landscaping . They are going to dump it into the basin itself for the water credit. Beaumont residents have no clue that their drinking water will eventually be more wastewater than water coming down the mountain. Sorry- but I think Fraser is doing a great job. If he hadn't got in there, the district would belong to Beaumont, who would take all the water they want regardless of impact studies, and siphon off all the money for their own uses. Guess you missed their lawsuit in the courts- the courts laughed them out. Beaumont is broke. The water district is financially sound.

Beaumont did sue to try and take over the water district, they did get a cease and desist order to stop dumping their wastewater into the aquifer, and have pulled out of all negotiations with the district to supply them with recycled water. The district has made the arrangements instead with Yucaipa to take their water, with the hopes that someday Beaumont will come around. All these things are in agendas and downloads available to the public, which part are you disputing?
