Pass Resident, a Convicted Sex Offender, Arrested in Banning for Failing to Register with Law Enforcement

A convicted sex offender who moved to Whitewater in January was arrested this week in Banning for failing to register with local law enforcement within five days of changing his residence, a sheriff's sergeant said.

Deputies conducted a traffic stop just after 4 p.m. Wednesday on Interstate 10 at Hargrave Street, and learned the driver was in violation of the Sex Offender Registration Act, California Penal Code 290, Sgt. Steve Fredericks of the sheriff's Cabazon Station said.

Larry Earl Baldwin, 63, a registered sex offender, was required to register with local law enforcement within five days of relocating to a new area, Fredericks said.

"Deputies learned Baldwin was most recently registered as a resident of Los Angeles County as of September 2010, but he had been residing in the unincorporated Whitewater area of Riverside County since January 2011," Fredericks said.

Due to Baldwin's failure to register as required by law, he was arrested and taken to Larry D. Smith Correctional Facility, Fredericks said.

Baldwin was booked on one felony count of failure to register as a sex offender, according to inmate records. His bail was listed Thursday evening as $5,000.

The Riverside County Sheriff's Department urges all citizens to call the dispatch center, at 1 (800) 950-2444, if they become aware of sex offenders failing to abide by registration requirements, Fredericks said.
