'Estranged Mother' and Alleged Accomplice Accused of Kidnapping 2-Year-Old

Two women were arrested Saturday night in Hemet on suspicion of felonies including kidnapping and conspiracy in a sequence of events involving a 2-year-old boy, pepper spray, and an alleged assault with a vehicle in Perris, a sheriff's sergeant said Sunday.

The accused women were identified as "estranged mother" Mishay Otique Alls, 23, and her alleged accomplice, Amber Jean Cochran, 36, according to Sgt. Sam Morovich of the sheriff's Perris Station and inmate records.


About 8:40 p.m. Sept. 14, deputies with the Perris Police Department responded to an apartment complex at 549 N. D St. in Perris where an assault with a vehicle was reported, Morovich said in a statement.

"Deputies arrived within minutes and learned that a 2-year-old child had been abducted by the estranged mother," Morovich said. "During the incident, Alls pepper sprayed the child's father and fled with the child in a waiting truck.

"As the truck sped away, a family member tried to intervene and was struck by the truck, causing moderate injuries," Morovich said. "The fleeing truck also struck several parked vehicles while leaving the area."

The driver of the truck was identified Cochran, Morovich said. At 9:15 p.m. Saturday, Hemet police located the vehicle in the 4600 block of West Florida Avenue in Hemet.

"Alls and Cochran were taken into custody by deputies and later booked into the Southwest Detention Center for kidnapping, assault and conspiracy charges," Morovich said. "The victim struck by the truck was transported and treated at a nearby hospital. The child was reunited with his father."

Alls was held Sunday on $50,000 bail, according to inmate records. Cochran was released on $50,000 bail. Alls has a court date Sept. 18 and Cochran has a court date Nov. 8.
