Stop Signs in Beaumont

What is with all of the stop signs in Beaumont? I have checked the city council agendas and have yet to find a council action on a traffic engineer study saying these are needed. It seems they are put up as a means to control speed which is not their purpose. I have also filed Public Records Act requests at city hall for documents about these and they were ignored. Is it just me, or do others find all of the stop signs annoying?
