"How to Train Your Dragon..(or Council)"



Set in the fictional world of Beaumontville and focuses on the activities of the Antagonistic City (formerly sub-contract) CEO and his Staff as they try and train elected officials as pets.

This story follows the CEO as he captures a City in a rite of passage and attempts to dominate it  so that he can control all municipal functions, as is his tradition. Along with ULC (the Belch),  our CEO manages to form a JPA, whom he names CFD 93-1, and attempts to train it through his own methods.  However when the "How To Train Your Council " book was found to have only one page and therefore unhelpful, new plans were needed.

During the next part of preparing the sheep to be shorn, the relentless "training and conditioning" of Staff and Council  begins to pay dividends.  New powers and  unilateral responsibilities and  exclusive Titles are bestowed on this Municipal Messiah and his private business concerns.
 
Council dares not ask any questions, lest it offend or anger this new entity.  All the rules now  come by decree in tightly  worded recommendations and resolutions.  After all Staff knows best and you , as Council, need not concern your precious time with any of this trivial minutiae.

Things like "Permitted Omissions" in Bond dealings, or all this mumbo jumbo Accountanese speak like unassigned deficits, one time transfers from the future to the past, questionable accounting procedures and controls, are beneath Council and have no place in our City business.  Money is money and no one cares where it comes from or where it goes.  It doesnt matter where the $20 million CAME from. 

He that knows, says IT IS and therefore IT IS!  ALL will be done in our best interest.  Has he not in all  past months and years told us the truth and the COMPLETE truth?

..."Mayor and Council we are asking you to approve a Balanced Budget, just like in years past, where Revenues equal Expenditures, and just so everybody is HAPPY... MY DECREE stands as usual!! 
Therefore,  so let it be written and so let it be done.  ASSETS over LIABILITIES does equal RESERVES in Beaumontville..."
