Can someone please inform me ...............

The Banning city council has given itself the authority to
concur with or reject a city manager's pick to fill department
head vacancies in the future. Mayor and council member
Debbie Franklin voted against the change saying "I have a
strong concern about changing the policy at this point."  She
did not go further to explain her "concern" and I'm left
wondering why a review by the council could hurt when 
hiring people into very lucrative and highly paid city positions.
