Beaumont Council Agenda Requests

I would like to thank Mayor Knight and fellow councilmen Berg and Fox for allowing my requests to be put on the upcoming agendas of the Beaumont City Council, councilman DeForge was excused from the meeting. I appreciate everyone's thoughtfulness that my requests need to be discussed. Our citizens deserve an effective government. Although I should be very cautious as not to speak for other council members. It is my feeling that not only myself but my peers are also very concerned about recent media reports involving the city. Please remember that these are agenda items requests only and no action was taken. When these items are placed on the agenda, council can act. It is very important that our customers voice their concerns to the council in a constructive and thoughtful manner. People express their opinions and concerns in many different ways. But I think the most effective manner is presenting a clear, concise, and intelligent opinion. Those that choose screaming, yelling, and personal attacks do create sensationalism, but are normally less effective. Below are the actual requests as presented at the council meeting.  

I ask this council to have a discussion regarding the hiring of an outside management firm to administer the funds and collection of all CFD fees and payments.
I ask this council to have a discussion regarding the hiring of an outside management firm to issue and create any new CFD districts that may be created in the future. Such a firm should not have any connections to existing city employees or contract city consultants.
I ask this council to have a discussion regarding the hiring of a qualified and accredited accounting firm to perform a forensic audit of the past collection and administration of all bond monies collected and spent from the CFD's. 
I ask this council to have a discussion regarding hiring an outside legal firm to give a qualified legal opinion of the City's CFD policies, administration, and resolutions. 
I ask this council to have a discussion regarding a temporary moratorium of creating any new CFD districts until such existing matters have been decided.
I ask this council to have a discussion to send a formal request to the city auditing firm to complete the audit that the city has now paid for and present it to the council for its review. 
And upon receiving that audit, I ask this council to have a discussion regarding the need for an internal controls audit. 
I ask this council to have a discussion regarding the continuing of any open contracts of future projects that this city may not have the funds to continue, and possible temporary suspension of those projects until this council can decide on the necessity of continuing such projects.
I ask this council to discuss the travel and expense policy for council members and staff. 
I ask this council to discuss the temporary suspension of all council and travel needs until such a policy has been reviewed. I understand that the city council has been invited to a dinner by the city's lobbyists in Sacramento on June 30. The attendance of that meeting will force the city council to cancel the first meeting in July. I believe we need to solve our own problems in Beaumont before we solve California's problems. I believe that this city needs not to take time off but to concentrate more time on solving this city's issues. 
I ask this council to conduct a closed session regarding the performance of the city manager. 
I ask this council to conduct a closed session regarding the performance of the city attorney.
